TLA-oilspillMs. Allard has over 19 years of work experience within the emergency response community as a Spill Response Specialist providing scientific and technical support during on-site emergency response for the Environmental Unit within the Incident Command Center. Ms. Allard participates in Emergency Response, Spill Drills, Shoreline Cleanup Assessment Techniques (SCAT), SCAT Coordinator, maintains the SCAT database; tracking all Shoreline Oiling Summary (SOS/TBOS/CSOS) forms, GPS coordinates, track lines, waypoints, photographs, Shoreline Inspection Reports (SIRs), and Shoreline Treatment Recommendations (STRs). She assists in preparing situation/status oiling maps, segment oiling conditions and treatment tracking, team coordination, daily/weekly reports, and final segment signoff status. She also provides remote project research and data development in support of responding senior scientist.

Ms. Allard holds a Biological Science Degree from the University of California Santa Barbara, as well as a Business Management Degree. She has over 28 years of experience as a Data Manager, Procurement Officer and Office Administrator.

In 1998, Ms. Allard left Beak Consultants to help form Polaris Applied Sciences, Inc. Responsibilities include: provide support to the Principal staff members, on-scene emergency response, spill drills, SCAT surveys; SCAT Coordinator, maintain SCAT database; segment reports, segmentation, specific spill and research data; sample collection (oil, water, sediment and tissue); project documentation tracking and file maintenance, including charts and image files, database management, document production, spreadsheet creation and manipulations; legal/trustee correspondence; transcription and documentation; company brochure and presentation materials; and scheduling.

In 1996 Ms. Allard accepted a position within the Marine Division of Beak Consultants in Kirkland, Washington in direct support to Principal staff members who provided emergency response to Oil Spills and Coral Groundings, Natural Resource Damage Assessment and Scientific Support for Restoration projects.

From 1994 to 1996 Ms. Allard was hired by the City of Oxnard, CA supporting the Modernization Program as their Contracts/Procurement Officer overseeing several multi-million dollar projects. At that time the modernization program had ground to a halt and the current staff dismissed. She revitalized and restructured the program while establishing a momentum to quickly get the projects back on track and completed by the summer of 1996. The program was a complete success and all goals were reached on schedule.

From 1991 to 1994 Ms. Allard worked as a consultant specializing in Office Efficiency Evaluations, Software and Computer Training, and the re-structuring of Production Departments to enable maximum efficiency.

From 1982 until 1990 she worked as Lead Production Specialist in the Documentation and Quality Control department at COMARCO, Inc. in Camarillo, California supporting specific Government DoD contracts with the Naval Surface Warfare Center and the Naval Construction Battalion Center, Port Hueneme Naval Station and the Point Mugu Naval Air Station.

POWHATAN, Sitka, AK. – Salvage Operation of sunken tug.  On-Site Emergency Response and Scientific Support for the Environment Unit and Operations.  Performed SCAT assessment post-Lift, and final signoff of shoreline in Starrigavan Bay.

NATHAN STEWART, Seaforth Channel, B.C. – Diesel Spill into the entrance of the Seaforth Channel near Bella Bella, B.C.  On-Site Emergency Response and Scientific Support for the Environment Unit and Operations, performing SCAT assessment for residual oil on surrounding shorelines.

Saturday Creek, Princeton, B.C. – Diesel Spill into the Similkameen River.  On-Site Emergency Response and Scientific Support for the Environment Unit and Operations.  Aerial survey and SCAT assessment for residual oil on the Similkameen River from release site to Hedley, B.C.

ISTRA ACE, L.A. Harbor, Long Beach, CA – On-Site Emergency Response and Scientific Support for the Environment Unit and Operations, participated in daily SCAT (Shoreline Cleanup Assessment Techniques) activities, documentation and reports to the Environment Unit Leader.

MARATHASSA – Oil Spill, Vancouver, B.C.  On-Site Emergency Response and Scientific Support for the Environmental Unit, Situation and Operations.  SCAT Coordinator; Shoreline Cleanup Assessment Technique surveys, maintained all survey data, daily generation of SCAT situational/status maps, oiling conditions, treatment tracking, issued work orders and final signoff documentation.

Poplar Pipeline – Oil Spill Response, Glendive, MT.  On-Site Emergency Response and Scientific Support for the Environment Unit and Operations.  Daily Aerial surveys for residual oil on the Yellowstone River from release site to North Dakota.

SS MAUI, Oakland, CA – Molasses Spill in Honolulu, HI.  Product sampling aboard ship at the Port of Oakland, CA.

Coalmont, B.C. – Coal Slurry Containment Breach.  On-Site Emergency Response and Scientific Support for the Ministry Of the Environment – British Columbia and the Coalmont Energy Corporation.  Shoreline Cleanup Assessment Technique (SCAT) team leader.

Lemon Creek, Slocan, B.C. – Jet A Fuel, Tanker Rollover.  On-Site Emergency Response and Scientific Support for the Environmental Unit, Situation, Operations.  Shoreline Cleanup Assessment Technique (SCAT) team leader.

MACONDO Well, Mississippi Canyon 252 – Oil Spill, Gulf of Mexico. On-site Emergency Response and Scientific Support for the Environmental Unit, Situation, and Operations. SCAT Data Manager for the Eastern Area of Operation (MS, AL, FL), maintain the database with all survey data, daily generation of SCAT situational/status maps, oiling conditions, treatment tracking, issued work orders and final signoff documentation.

EAGLE OTOME – Oil Spill, Port Arthur, Texas. On-site Emergency Response and Scientific Support for the Environmental Unit. SCAT Data Manager, maintained all survey data, database and daily generation of SCAT status maps, oiling conditions, treatment tracking; final segment sign-offs; laboratory coordination of samples and tracking logs.

Aleut Enterprises – Oil Spill, Adak, AK. On-site Emergency Response and Scientific Support, sampling, and agency sampling coordination.
